CLOVIS, Fresno County — A state environmental review entry dated July 15, 2026 describes the proposed Vista Ranch development outside the existing City of Clovis sphere of influence. The proposal includes a possible 952-acre sphere-of-influence expansion and a master plan for about 507 acres.
A first phase of development would cover approximately 368 acres and could include up to 2,718 homes across different housing types, alongside public and private roads, open space and an extensive trail system. The environmental filing anticipates a roughly ten-year buildout. Program-level and project-level environmental reviews examine different portions of the proposal.
Does the filing authorize construction?
No. Publication of an environmental document does not automatically approve a master plan, annexation or construction permits. Residents concerned about agricultural-land conversion, school capacity, water demand and traffic should review the associated state CEQA file and city planning proceedings for subsequent actions.
